The jacking off in this story serves a very definite purpose, which is to show the close relationship between these two brothers. They're lucky that their skinflint parents at least got them a twin room so they could jack off in private, instead of making them share with a bunch of strangers! I seem to remember that it was a coincidence rather than a conscious decision that we'll see, in a future release of mine (but written before this), where these guys get their ideas about saving water. In the meantime, we now know that Jack has a very sensible and enjoyable night-time routine to help him settle, and structurally the conclusion of the story shows that he has enjoyed sharing it with his big brother.
