Alright, since I can't get this story out of my head here is another suggestion. Have you ever heard about owners removing their dogs vocal cords? Or something called debarking?

It's a surgical procedure to reduce tissue in the vocal chords. Debarked dogs continue to bark. What debarking does is to lower the volume of the bark so that it does not carry for miles around.
