We don't always need to pair characters up with the person "meant" for them. In fact, in real life we end up with so many people we /aren't/ meant for, fiction inevitably ends up seeming to stray from this because a single story just doesn't have time to build up and discuss the various intricacies and details of the number of different full relationships that a single character would go through before they get to the "right one" (if, in fact, they ever even get there).
I think it's good that Dev had at least a period where he dared to experiment, and I think my favorite part of your writing so far is how you describe those initial kissing scenes (at least in the one's with Chance that I've read). They have a nervous, fluttery air of anticipation to them - really good build-up.
Even though their, ah "destined to fail" so to speak, I think it worked well as a one-shot.
